He starts taking pictures, but seems to stop when Nancy starts to undress, turning to take a picture of Barb sitting by the pool instead.

In the next episode, a picture of Nancy is shown undressing which suggests that the scene really happened.
However, the writers’ room cleared any doubts about this claim, taking to the official Twitter site to decline to edit the scene.

They tweeted: ‘PSA: No scenes from previous seasons have been cut or re-edited. And they never will be.
When a fan asked, “So this is also important to Jonathan spying on Nancy’s scene in S01, as a lot of people think?” They answered: Yes.
It comes after David Harbor, who plays Jim Hopper on the sci-fi series, admitted he thought it would be a “disaster” when filming began.
